MANKATO, Minn. — A 44-year-old man is facing multiple felony charges, including murder and attempted murder, after a violent incident that resulted in the death of a man and serious injuries to a woman. Authorities allege Joseph David Bulfer shot Joshua Robert Downey, 52, and assaulted Rosalyn Marie Rode, 37, in a townhome on Castle Pines Drive.
The events unfolded on a Sunday afternoon when a neighbor reported hearing a loud bang and noticing damage to a shared wall. A subsequent 911 call from inside the residence revealed that someone had been shot with an AR-15. Officers responding to the scene heard distressing sounds from the open line, prompting them to enter the home due to the urgency of the situation.
Upon their arrival, law enforcement officers discovered Bulfer exiting a bathroom on the upper floor. Reports indicate that he discarded a firearm before complying with police commands. Once in custody, Bulfer informed officers that Downey was deceased and Rode was injured. His reactions included casual apologies even as the severity of the circumstances became apparent.
Inside the townhome, first responders found Downey deceased in a bedroom. The results of a preliminary investigation revealed multiple gunshot wounds to his body, while Rode was discovered in the adjacent bathroom, exhibiting signs of severe trauma. She was later transported to a local hospital for medical treatment, where she described the harrowing details of the incident to investigators.
Rode recounted that Bulfer, her former partner, had been unable to accept her new relationship with Downey. On the day of the incident, after Rode had informed Bulfer of her plans to go to church, he allegedly broke into her home, where he confronted the couple during a movie. Witnesses noted that the front door was secured, raising questions about how Bulfer gained entry.
According to Rode’s statements, Bulfer threatened her and Downey during the assault, even going so far as to place the rifle against himself while attributing blame to her. Rode’s quick thinking allowed her to conceal her phone and make a call to 911, which captured parts of the attack and her pleas for safety.
Bulfer was charged in Blue Earth County District Court with an array of felonies, including second-degree murder and attempted murder. Court documents reveal a history of prior felony convictions related to violence, raising concerns about the circumstances surrounding his actions. The presiding judge set bail at $5 million with conditions or $10 million without conditions.
As the investigation unfolds, authorities are awaiting additional evidence, including forensic reports and crime scene analyses, which could provide further context regarding the incident. The prosecution is anticipated to rely heavily on recordings from the 911 call, along with medical records of the victims, to establish a timeline of events leading up to the tragedy.
Victims’ families and the local community are left grappling with the implications of this violent encounter, as the case progresses through the legal system. Bulfer remains in custody as prosecutors continue to assess the need for additional charges, and the investigation is ongoing.
